Canadian Immigration Consultants Club Holds Fifth Annual General Meeting and Unveils Foundational Policy Document

Toronto, Ontario | May 2026 — The Canadian Immigration Consultants Club successfully held its Fifth Annual General Meeting (AGM) in Toronto from May 23 to 25, 2026. The three-day event brought together more than 40 participants from across Canada, with additional members joining virtually.
The AGM featured keynote presentations by academics and subject-matter experts, while lawyers and community leaders attended in an observer capacity. The Club also received congratulatory messages from the honourable Yuen Pau Woo, Members of Parliament Costas Menegakis and Members of Parliament Vincent Neil Ho, and Toronto Mayor Olivia Chow. Seneca Polytechnic delivered a video message recognizing the Club’s establishment of the Immigration Case Management Scholarship.
A key highlight of the AGM was the formal release of the Club’s foundational policy document:
“Harmony, Honour, Professionalism — The Theoretical Foundation, Objectives and Operational Principles of the Canadian Immigration Consultants Club.”
The document outlines the Club’s vision, guiding principles, and operational framework through four core components.
I. Professional Environment
The immigration consulting profession in Canada is regulated by the College of Immigration and Citizenship Consultants (CICC). In addition, the Canadian Association of Professional Immigration Consultants (CAPIC) plays an important role in professional development, public engagement, and policy advocacy.
In recent years, various training institutions and immigration consultant associations representing diverse communities have emerged across Canada. In response to this evolving landscape, the Club has adopted a guiding philosophy of “Respect, Support, and Non-Competition,” seeking to foster constructive and harmonious relationships throughout the profession.
On September 24, 2025, the Club signed a Memorandum of Understanding (MOU) with CAPIC, further strengthening cooperation within the industry.
II. Development and Organizational Growth
The Club was incorporated as a national organization in May 2020 with the mission:
“To enhance the professional competence of immigration consultants and elevate their social standing.”
In September 2020, the Club merged with the Quebec Chinese Dual-Licensed Immigration Consultants Association, founded by Mr. Tang Jie. In Quebec, immigration consultants must obtain both federal and provincial authorization, giving rise to the term “dual-licensed.”
Over the past five years, the Club has expanded its membership across Canada from coast to coast. Today, it represents approximately 550 licensed immigration consultants, including approximately 10 percent non-Chinese members.
III. Theoretical Foundation
Four foundational principles guide the Club’s development:

- The Experience-Before-Instruction Principle
- The Principle of Self-Discipline
- The Principle of Prioritizing Quality of Life
IV. Objectives and Operational Guidelines
Guided by these principles, the Club summarizes its overarching objective in three words:
Harmony. Honour. Professionalism.
To achieve this objective, the Club has adopted the following operational guidelines:
- Foster relationships based on mutual respect, collaboration, and shared growth with lawyers, immigration consultants, and educational institutions;
- Deepen members’ understanding and appreciation of Canada’s core values through experiential cultural learning;
- Encourage experienced consultants to mentor and support newer practitioners;
- Enhance members’ well-being, quality of life, and professional satisfaction through educational programs, networking opportunities, support initiatives, and personal development activities, helping to reduce professional burnout.
The Club welcomes professionals from all backgrounds to join its membership and contribute to the continued advancement of the immigration consulting profession in Canada under the shared values of:
