Xue Yong Zhang

Mr. Xue Yong Zhang is a licensed immigration consultant since 2004 and runs his immigration consulting business since 2001 for 22 years in Winnipeg, Manitoba. He is also a licensed immigration consultant approved by the Government of Saskatchewan since 2014.

While entering the immigration consulting industry, Mr. Zhang was a civil servant and worked for the Ministry of Mineral Resources with the Government of Manitoba for 20 years as a GIS Specialist.

Mr. Zhang is currently a Board of Directors of the Winnipeg Chinese Community and Cultural Centre. He is also a board member of the China’s National Committee for International Cultural Exchange and Promotion since 2015, and advisor to the Hebei Provincial Federation of Returned Overseas Chinese since 2009.

Mr. Zhang graduated from the University of Manitoba with M.A. degree in Geography, and currently is an Associate of the Asper Business School Foundation of the University of Manitoba.

Mr. Zhang’s business practice focuses mainly on Manitoba and Saskatchewan PNP programs including international students, foreign skilled workers and entrepreneur streams, Federal start up visa program, LMIA work permit, Federal RNIP program, etc.

In December 2022, Mr. Zhang received a Queen’s Elizabeth II Platinum Jubilee Community Leadership Award.

On July 13, 2023, Mr. Zhang was appointed by the Minister of Manitoba Labour and Immigration as Advisory Council on Manitoba Economic Immigration and Settlement.
